Please read the description again.
It clearly says:

The story counter module will track when an individual story page has been accessed and read. The total amount of reads is displayed in the story tools section at the end of the story. Each time a story page has been accessed the module will log the details of the visit and increase the number displayed.

Nowhere in the description does it advertise that it counts outgoing clicks of the submitted links. It's intention is to count how many times individual story pages have been accessed.
