Slovenian Encoding Problem

I have some problems with Slovenian language. With Notepad++ I translated some tpl files in "UTF-8 without BOM" coding in a very begining of page creation. When I put Slovenian character "Š" in title of story, FB comments plugin and adsense advertisements does not appear. Though FB comments works in Firefox. I have also problem with other FB plugins, which are not shown correctly.

Coding problems also appear in google. If you enter floki.si in Google, it turns out this: "Na floki.si lahko objaviÅ¡ ali prebereÅ¡ najzanimivejÅ¡e novice z razliÄ nimi temami in vsebinami." Strange char is "Š" char.
I have database coded in UTF8, Pligg version is 1.1.4.

I can't reproduce any problems when using that character in a story title on pligg.com/demo (Å* is a character that is not working for Å*ome | My Site). Could you link to a page where this issue is occuring?

Have you tried with "Š" or "š" character?

I think I correct those issues with adsense problems. Few categories included "Š" char in the link name. When I correct those categories, everythink works fine.
