Is there anyway to put a BOLD (<strong></strong> button to allow to emphasize a selected text in the posted story text, but just that.

Yes, you would have to allow the <strong> tag from Admin > Configure > Submit > HTML Tags for normal users. That would let them use the html code for <strong>. Then add a javascript button (google around) that would add the <strong> tags to the input field or wrap around selected text.
