You would have to be a little more specific because it really depends on what you are trying to do.

What I would like to do is run a March Madness like tournament (if you are familiar with that), I would like to run a series of monthly contests that qualify people for a winner take all tournament. Think any sporting contest but the winner is voted on by the community. I guess one necessary component will be restricting the users from submitting content but still being able to vote.
