I am looking for a way to display the top 10 most popular stories in the sidebar of my site, and the built-in Pligg plugin isn't really cutting it for me. Is there a simple way I could set up an external PHP file to query the database for the latest 10 articles of the day with the most votes, and then put them into an unordered list in the sidebar?

thats the great idea.. if some one develops this features as a mod. that should be helpful to drive more traffic...

The External Story List hack could accomplish this. Use it internally in a .tpl file by using {php} tags.
