Publish only 2 stories every 10min?

Hi,
I'm building a new site based on pligg 1.2.0 (just saw you guys updated to 1.2.1 and will look into using those updates also). I've been looking around the forum for weeks and can't find any information about the publishing algo. I'm set on using voting system 1 (the old digg system). I have set the categories and sub categories to a fixed amount of votes needed (like 10 for instance). I assume the once a story reached 10 votes it is then published to the front page. But what happens if 6 stories reaches 10 votes at the same time? do all 6 get published to the front page? or is there a built in max - like 2 stories get on the front page each 10min or so and the others have to wait?
In case that doesn't exist, is it enough that I mess with link.php and try and add my own script or do I need to pay attention to some other file too?

I really appreciate the pliggs system. It's very cool.

yeah it's r8.they all will get published..well i don't have any idea that where exactly you can play with code,but i can tell you that you can surely customize the way you are thinking..may be some expert pligger can help you
