There's probably a solution here (Time Limit in Between Posts) that would work. I haven't tried their suggestions but it's worth a shot.

Now, I'm going to deviate from your OQ since I think there's a better solution here. In most cases, users posting 20+ articles per day like you mentioned are just spammers, so do a search for spam in the Free Modules section of the forum and test some anti-spam stuff on your site.

Another idea is to make it harder for spam traffic to find your site by ruthlessly cutting into your languages file (accessible via the Admin Dashboard, then the Language menu option) and customizing everything, even the login and sign up text. Even small changes will throw spammers off, since to find Pligg sites they just Google things like-

intext:"my pligg site gives you a place to save and share your favorite web links. join our community of authors"

    and-

register join us my pligg site gives you a place to save and share your favorite web links. join our community of authors and make use of all of the great features including... submit your own stories vote on stories that interest you join and create interest groups share stories with groups and friends save stories to your personal profile. view your voting and comment activity from your profile username email (lowercase letters only) password (five character minimum) verify password what is the answer to this question:

Both examples are taken from my Google Analytics data for search terms that led people to my site a while back. Changing the Languages text prevents Pligg site headhunters from finding your website and then adding it to their Pligg site directories which they either sell to spammers or they plug into a spambot to hit your site 20x a day When I changed this it really helped stop the spam submissions so I hope it helps you, too.
