redirect 301 /rss/queued http://feeds.feedburner.com/JoomlaVote/Upcoming-Stories

use

RewriteRule yourfeed.xml$ http://feeds2.feedburner.com/yourfeed [L]

just before

RewriteRule ^(all)/([^/]+)/?$ story.php?title=$2 [L]
