Upgraded from 9.5 to 9.6 but it shows 9.5

I followed the directions for upgrading from 9.5 to 9.6 exactly. Then I uploaded the versions of the template I use, logged in, and noticed that in the Admin's main screen it still says I'm using Pligg 9.5. What's going on?

Also, I noticed the Pligg 9.6 download had no settings.php file. It included settings.php.default only. Do I use this by taking off the .default or do I use my old settings.php file from 9.5?

    EDIT --
I'm going to try deleting the files (I have them all on my computer, so I'm not losing anything) and replacing them all with brand new ones rather than overwriting them. Maybe this will work.

Okay, don't do that. I'm uploading the original files and will do the install. So I'm back to the original problem.
