Comments update, comments accents... what more!!

I have some issues with pligg:

1. If i delete a comment the number of comments still the same, like if the comment still published...
2. I´m working with UTF-8 pligg 9.6, when i create a comment with accents, like áéíóú, "", ñ , etc... i get code with $amp ...

Can any body help me.... thanks!!!!!!!!!!
