SVN code problem with submit step 3

Hi!
I am running a test to track down a problem of a fresh install of SVN 1079 on an Apache 1.3.x/PHP 4.4.1 server and noticed that on step 3 of the submission process the description does not show (only the read more link). I was wondering if this was something relatively easy to repair... Any help or tips on where this can be resolved?

I believe I fixed it, as it seems to be ok on my test box with the latest SVN, but I'm not sure what code fixed it.
