Need help setting text in header

Hey guys. I'm wanting to add a changing line of text in my header and would like some suggestions on using css to keep the text in the right place. It would probably be best to post a link to the page so that you can see what I'm talking about:

The text I am talking about is now static and reads 'Up-to-the-second News from the Bayou State' . I would like to keep the text in this part of the header even if the user resizes the browser. The text should appear as a second line in the same area rather than appearing under the graphic.

My main goal with this is to keep the header area looking nice with the main goal of adding rotating text to bring the users eyes to the top of each page so that they might scan the adsense ads on their way to their destination.

Any help is greatly appreciated.
