What exactly is the subfolder problem?

I was having a problem where pligg was not adding the subfolder the site is installed in to the url for retrieving forgotten passowrds. (ie: if i try to retrieve a lost password it sends me to http://mydomain.com/login.php instead of http://mydomain.com/pligg/login.php

Is this the same issue that's being talked about here? If not does anyone else have this problem?
