I installed Pligg 9.7 and everything is fine expect that I just can't submit stories. This is because "Preview and Submit" button is a textbox

Explanation:

After logging in when a user fills the story submission form on 'submit.php' page, the "Preview and Submit" button doesn't work as it's not a button. It's a textbox. This happens whether you run the application on php 4.4.4 or php 5.0. Wherther you use FF or IE. It happens for "God", "Admins", and for "Normal" users.

When this happened first, I reinstalled the application after which I was able to submit just one story and the problem again started.

You missed type="submit" - hence it appears as the default type 'text' - just edit this line to:

<input class="submit" value="Preview and Submit" name="unused" type="submit"/>
