How can i use story id as link url?

My pligg site is using UTF8 simplified-Chinese. The chinese character is urlencoded and thus not readable.
In addition, i can't open story links in "related stories" (maybe) due to character converting problem.
I want to use story id instead of story title as link url? How can i realize this?

If you use url method2 - you'll have story links like this: http://yoursite.com/story/124

but the broblem is with related stories - they dont have such links - they are still like http://yoursite.com/story/title/yourstoryname.
