This little bug I'm finding a bit odd too. Before I updated to 9.8.0 I could click on the latest submission link in the admin section and it could take me to the latest submitted article. Now it takes me to the article that has the most recent comment. The timestamp still updates though and state the last article was posted so many hours ago, but the link doesn't point to the latest article. Any quick way to fix that?
