Something in host config blocking my RSS?

Just installed 9.8.2 and I get the error below when trying to setup an RSS feed.


I thought I was just overlooking something so I grabbed a copy of magpierss and installed on my host and it gives the same error.

So I installed WAMP on my PC and both Pligg and magpie work without any problem. Tried multiple feeds.

I think the key is the connection failed message. I found a blurb on a magpie forum about PHP not allowing outgoing sockets, but I can't find what that exact setting is, host is typically very helpful with this kind of thing but they can't find a solution either.

Did some more troubleshooting and worked with host again, got another tech that found the problem in under 2 minutes.
url include setting in php.ini and it worked like a charm.
