Request: Add time limit to promote

There is a need to add a time limit for stories to be promoted. For instance stories can only be promoted if they have being submitted within the last X days, or the last X hours.

The current system allows stories to be promoted only by the number of votes, this way very old stories find themselves on the front page once they crossed the current threshold which might be days or weeks.

Another thing that might be useful is also to limit the queue to date range. So only stories from the last X days will be shown in the queue, and the others can be reached via search or direct link only.

Thanks for doing this! This will be included in future versions starting with beta 5.11. I'm thinking the "default" for new installs should be "10" days.
