Lightbulb Block AND Bann Sources

block or bann sources, so if spamer abuse my pligg with his blog's post i can bann his blog/blogs domain/url so he can't post any thing from this blogs !!!

It is there, but I don't think it's been documented. When you're logged in as god, you'll see a link for "admin links" for each story next to "posted by XXXX". Click on that. When the new links appear, click on "Admin: Change the status.". Then you'll be taken to another page where you'll see "Ban this URL".
